Francisco Aguilar Cisneros is a consultant in the SME and Enterprise Development, Policy & Regulations Unit in the Trade, Competition, and Business Directorate, where he focuses on data-driven research and analysis on foreign direct investment, investment promotion, and business environment diagnostics across emerging economies. Before joining the World Bank, he contributed to business environment analysis at the International Food Policy Research Institute. In prior roles at Peru's Ministry of Culture, he contributed to policy and data analysis on energy, mining, and infrastructure investment projects, helping balance regulatory and social risk in culturally sensitive contexts. Francisco holds a Master of Public Policy and an Applied Data Science certificate from the University of California, Berkeley, along with a bachelor’s degree in political science from Pontificia Universidad Católica del Perú.
