With over a decade of experience creating data visualizations that have been referenced in media outlets like the New York Times, CBC, and NPR, Eugene is a designer, developer, and technology architect. He combines deep technical expertise with a passion for storytelling and a collaborative approach to build intuitive, interactive visualizations with diverse teams. At the World Bank, Eugene is the design and development co-lead for the Human Capital Index Plus (HCI+) application.
An active volunteer, Eugene is the co-founder of the Canadian Open Data Society and serves on Canada’s Multi-Stakeholder Forum on Open Government. He has created numerous civic-focused data visualizations, several of which are featured on ideaowl.com. He later returned to academia, completing an MSc in Computing Science at the University of Alberta with a focus on AI in games, and has published multiple papers in peer-reviewed journals.
